Abstract
Bu çalışmada, Osmanlı Devleti’nin son dönemlerinden Cumhuriyet’in ilanına kadar uzanan süreçte devlet hizmetinde bulunmuş ve çeşitli idari görevlerde yer almış Hasan Nizamettin Ataker’in mesleki yaşamın ve katkılarının incelenmesi amaçlanmaktadır. Nitel araştırma yöntemlerinden fenomenoloji tekniği ile gerçekleştirilen araştırmada Ataker’in eğitim geçmişi, idari görevleri ve Milli Mücadele yıllarındaki hizmetleri gibi konularda detaylı bir literatür taraması yapılmış ve dönemin resmi belgeleri analiz edilmiştir. Ataker, iki önemli eğitim kurumu olan Mülkiye Mektebi ve İstanbul Hukuk Mektebi’nden mezun olmuş, genç yaşta eğitim hayatına müderris olarak başlamış ve sonrasında maiyet memurluğu, kaymakamlık, valilik gibi önemli görevlerde bulunmuştur. Bu bağlamda, Ataker’in idarecilik anlayışı ve yönetimdeki başarıları, araştırmanın odak noktasını oluşturmaktadır. Milli Mücadele yıllarında gösterdiği üstün hizmetlerden dolayı kırmızı şeritli İstiklâl Madalyası ile ödüllendirilmiştir. Yönetimdeki proaktif yaklaşımıyla eğitim, imar, iskân, ekonomi ve güvenlik gibi alanlarda önemli gelişmeler sağlamıştır. İdarecilik kariyeri boyunca birçok soruşturma geçirmiş olmasına rağmen, aldığı takdirname ve ödüllerle başarılı bir yönetici olduğunu kanıtlamıştır.

Abstract
In this study, it is aimed to analyse the professional life and contributions of Hasan Nizamettin Ataker, who served in the state service and took part in various administrative duties from the last periods of the Ottoman Empire until the proclamation of the Republic. In the research, which was carried out with the phenomenology technique, one of the qualitative research methods, a detailed literature review was conducted on issues such as Ataker's educational background, administrative duties and services during the National Struggle years, and official documents of the period were analysed. Ataker graduated from two important educational institutions, the Mülkiye School and the Istanbul Law School, started his educational career as a mounsellor at a young age, and later served in important positions such as the office of the registrar, district governor, and governor. In this context, Ataker's understanding of administration and his achievements in administration constitute the focal point of the research. He was awarded with a red-striped Independence Medal for his outstanding services during the National Struggle. With his proactive approach in administration, he achieved significant developments in areas such as education, reconstruction, settlement, economy and security. Although he was subjected to many investigations during his administrative career, he proved to be a successful administrator with the commendations and awards he received.
