Abstract
Çalışmamızda, Başkanlık sisteminin anayasa ve pratikteki işleyişinde Latin Amerika ülkelerine bakılmış ve örnek olarak Meksika Birleşik Devletleri Başkanlık Sistemi’yle karşılaştırması yapılmıştır. 1917 tarihli Meksika Anayasası incelenerek, yürütmenin teorik açıdan Amerika’dan farklı yönleri tespit edilmiştir. Başkanlık sisteminin ülkeler arasında farklılık göstermesi, onların tarihsel, siyasi, hukuki ve demokratik değerlerinden kaynaklanmaktadır.

Abstract
In our study, The presidential system according to the constitution and functioning of practice, Latin American countries, especially the United States of Mexico make comparisons with Presidential System. Examining the Mexican Constitution of 1917, Mexico executive power was determined from the theoretical point of view different from America. The result regarding the presidential system in Mexico indicates that countries have different cultures, geography and political system leads to different application.
