Abstract
Osmanlı Devleti’nin sınır vilayeti olan Bağdat’ta, XX. Yüzyıl başından itibaren istikrarlı yönetim kurma çabaları çoğunlukla başarısızlıkla sonuçlanmıştır. Tanzimat ile birlikte bölgede yeniden yapılanma çabaları da belirli süre sonuç vermemiştir. Namık Paşa’nın göreve gelmesiyle birlikte Tanzimat reformlarının uygulanmasına geçilmiştir. Namık Paşa, bölgede hatırı sayılır bir değişime imza atmıştır. Midhat Paşa’nın bölgeye vali olarak bölgenin kaderini değiştirmiştir. Midhat Paşa’nın mevcut kanunlara göre değil de yerel şartları dikkate alarak hazırlamış olduğu adli, mali ve zirai alanlardaki reformlar halk tarafından büyük takdirle karşılanmıştır

Abstract
In Baghdad, the border province of the Ottoman Empire, XX. Efforts to establish stable management from the beginning of the century mostly resulted in failure. The reconstruction efforts in the region, together with the Tanzimat period, did not yield a certain period of time. After Namık Pasha came to office, the implementation of the Tanzimat reforms was started. Namik Pasha, has made a significant change in the region. Midhat Pasha as the governor of the region has changed the fate of the region. The reforms in the judicial, financial and agricultural areas that Midhat Pasha had prepared taking into account the local conditions, rather than the current laws, were widely welcomed by the public.
