Abstract

Musul Sorunu, Lozan Antlaşması'yla çözülememiş ve Musul, Ankara Antlaşması (1926) ile resmen Irak'a bağlanmıştır. Irak Hükümeti'ne karşı, Barzani aşireti önderliğinde sürekli ayaklanan (1931, 1943, 1959, 1961, 1964-1969, 1974-1975) Kürtler, 1974'te çıkarılan bir yasa ile Erbil, Dohuk ve Süleymaniye'yi kapsayan özerk yönetim kurulması ve Kürtçe'nin resmi dil olması gibi kazanımlar elde etmişlerdir. Ancak Kürtlerin, Kerkük'ün kendilerine bağlanması gibi talepleri nedeniyle, çatışmalar devam etmiş ve Cezayir Anlaşması (1975) ile tüm kazanımlarını kaybetmişlerdir. Irak Kürtleri, 1990'lı yıllarda Irak'ta oluşan otorite boşluğu sayesinde yeni bir siyasal yapılanmaya girişmişlerdir. ABD'nin, 2003'te Irak'ı işgal etmesinden sonra ise, Şiilerden sonra en önemli siyasi aktör haline gelmişlerdir. Erbil, Dohuk ve Süleymaniye'yi kapsayan ve Irak Anayasası'nca da kabul edilen özerk bir yönetim kurulmuştur. Ancak Kürtler, Kerkük'ü de sınırlarına katma talepleri ve petrol gelirlerinin paylaşımı gibi nedenlerle, Irak Hükümeti ile sorunlar yaşamaya devam etmektedirler.

Abstract

The Mosul Question could not be solved with the Treaty of Lausanne and Mosul was officially connected to Iraq with the Ankara Treaty (1926). Against the Iraqi government, the Kurds, who constantly rebelled under the leadership of the Barzani tribe (1931, 1943, 1959, 1961, 1964-1969, 1974-1975), With a law enacted in 1974, they achieved gains such as the establishment of an autonomous administration including Erbil, Dohuk and Sulaymaniyah and the official language of Kurdish. Because the Kurds wanted Kirkuk, the clashes continued and they lost all of their gains with the Algerian Agreement (1975). The Iraqi Kurds started a new political structuring in the 1990s thanks to the lack of authority in Iraq. After the US invasion of Iraq in 2003, they became the most important political actor after the Shiites. An autonomous administration was established, including Arbil, Dohuk and Sulaymaniyah, which was also adopted by the Iraqi Constitution. However, the Kurds continue to have problems with the Iraqi Government due to their demands to add Kirkuk to their borders and the sharing of oil revenues.
