DAVRANIŞSAL İKTİSAT BAĞLAMINDA TÜKETİCİLERİN İLAÇ TÜKETİMİNDE İSRAFA YÖNELİK DAVRANIŞLARININ ANALİZİ: KÜTAHYA DUMLUPINAR ÜNİVERSİTESİ ÖĞRENCİLERİ ÜZERİNE BİR ARAŞTIRMA

Abstract
Sağlık harcamaları, bireye daha uzun ve sağlıklı yaşama olanağı verir. Devletler, sağlıklı yaşam hakkını tüm fertlere ulaştırabilmek için ilaçlara önemli miktarlarda yatırım yapmaktadırlar. Bu hususta ekonomiye fazla yük binmemesi açısından, ekonomik israfın önlenebilmesi için en etkili tedavi-en düşük maliyetli ilaç hesaplanmasının yapılması gerekmektedir. En etkili tedavi için de akılcı ilaç tüketimi davranışının yaygınlaşması gerekmektedir. Akılcı ilaç tüketimi (AİT) davranışının ilk basamağını doktorlar oluşturur. Etkin tedavi için hastanın yaşına, kilosuna ve hastalığına uygun ilaç yazmalıdır ve uygun dozu belirlemelidir. Akılcı ilaç tüketimi davranışının ikinci basamağında eczacı bulunmaktadır. Eczacı, reçetesiz ilaç satmamakla yükümlüdür. Akılcı ilaç tüketimi davranışının üçüncü basamağı hastalardır ve hastaya düşen görevler ise; genel olarak ilaçları zamanında almak, doktorun tavsiye ettiği şekilde ve sürede kullanmak olarak özetlenebilir. Özellikle tamamı kullanılmayan ve kutusu bile açılmadan son kullanma tarihi geçen ilaçlar ilaç israfına neden olmaktadır. Bu araştırmada, Kütahya Dumlupınar Üniversitesi İktisadi ve İdari Bilimler Fakültesi öğrencilerinin akılcı ilaç tüketim davranışlarını değerlendirmek ve akılcı olmayan ilaç tüketimi davranışı sonucu ortaya çıkan israfı ölçmek amacıyla, literatürde yapılmış çalışmalardan yararlanarak bir ölçek çalışması uygulanmıştır. Ölçek çalışması sonucunda ekonometrik bir model kurularak çoklu doğrusal regresyon analizi yapılmıştır. Analiz sonucunda, AİT davranışı, doktorun muayenedeki tutumu, AİT davranışında yan etkenler ve ilacı satın alma davranışlarının AOİT (Akılcı olmayan İlaç Tüketimi) davranışı sonucu ortaya çıkan israf üzerinde etkisi olduğu bulguları elde edilmiştir.

Health expenditures allow the individual to live more healthier and longer. States are investing considerable amounts of drugs in order to ensure the right to a healthy life to all individuals. In order to prevent economic wastage, it is necessary to make the most effective treatment - the lowest cost drugs calculation in order to prevent over-consumption of the economy. For the most effective treatment, rational drug use behavior needs to be widespread. The first step of rational drug use behavior is the doctor. For effective treatment, the physician should write the appropriate drugs for the age, weight and disease of the patient and determine the appropriate dose. The second step of rational drug use behavior is pharmacist. The pharmacist is obliged not to sell drugs without prescription. The third step of rational drug use behavior is patients and the duties of the patient can be summarized as follows; to buy drugs on time and use in the manner and time recommended by the doctor. Particularly drugs, which are not all fully used and expired before the box is opened, cause a waste of drug. In this study, it is aimed to evaluate rational drug use behaviors of Kutahya Dumlupınar University of the Faculty of Economics and Administrative Sciences of students and to measure the drug wastage caused by irrational drug use behavior. Therefore, a scale was applied by using previous studies. After the scale study, an econometric model was established and multiple linear regression analysis was performed. As a result of the analysis, rational drug use behavior, the attitudes of the doctor in the examination against patients, side effects in rational drug use behavior and d purchase behavior has been found to be effective on drug wastage.
