Abstract
People generally known as reaya in Ottoman State had some responsibilities to state. Villagers cultivating the land paid a certain amount of tax for both some part of the crops they got from the land and for the animals they fed. State gave their soldiers and civil servants in those regions the duty of collecting these taxes as their salaries.
