Environmental policies which constitute with increasing environmental issues, it is possible to implement via environmental policy instruments. Generally, environmental policy instruments can be separated command-control instruments and marked-based instruments. The aim of this study is to examine, theoretically, advantages and disadvantages and how to eliminate disadvantages of deposit-refund system which have an important application in marked-based instruments. Specially, deposit-refund system is also related with how to reuse package wastes.
