Correspondingly, internationalization has become an important issue on higher education agenda in Turkey. Indeed, Turkish higher education has an international dimension which could be traced back to “medreses”. Yet, this historical background has not been transformed into a comprehensive internationalization policy and Turkish universities have remained in national context. This is partly due to the legal regulations which were enacted at extraordinary situations with the impact of military coups. Yet, in recent years internationalization has been put on the agenda as one of the strategic components of Turkish higher education policy.
