Abstract

First economy congress in Turkey was met up at 1923 in Izmir. In that congress, what economic policy will the new founded Turkey Republic follow was discussed. Second economy congress was arranged at 1948, after World War 2. It was arranged by Istanbul Chamber of Commerce and industry, international association of Turkey economists and Istanbul chamber of industry under the leadership of Istanbul Chamber of Commerce. The aim of the congress was to make discussions about economic and financial plots, to take precautions about national economic progress of Turkey. In this congress occupational groups and experts presented their opinions to achieve this progress faster. In the agenda of the congress there were three main items: economic statism, foreign trade regime and tax reform. The congress was not welcomed warmly by the current government because economic policy followed by current government until 1923 was questioned. However, it was supported by opposition party, Democrat Party. At the annual meeting which was held at 22th of November at Taksim Municipal Casino and continued for 6 days, annual meetings were held in the mornings and commission meetings were held in the afternoons. After the meetings, reports of economic statism and foreign trade regime were accepted with consensus. Despite the consensus, an arrangement could not be made at the tax commission report. President suggested to resend the report to the commission because it was not clear enough. After this suggestion voted and accepted, president closed the congress. Some of the members did not accepted behavior of president and then continued the congress and accepted the report of tax commission too. After this progress, next congress date is determined to be 1950 and it is decided to hold in Izmir. The congress in 1923 laid the foundations of statist economic system. Then, in 1948 theoretical and practical problems of private sector weighted, market oriented liberal statism was discussed and a program suggestion was presented. Advices given in the congress were first published as 5 brochures then they were collected inside a book.
