Abstract

In addition to achieving a stable level of development in terms of market economy, countries that are members of OECD have accepted democracy, human rights and freedoms as indispensable values. OECD countries are among the leading countries in the world in terms of social and economic indicators of development and growth. These countries agree to support economic activities to acquire qualified human capital. Therefore, when the economic effects of education are taken into consideration, it is revealed that financing education is an important concept in terms of OECD countries. For this reason, OECD countries strive to make every individual benefit from education opportunities. The distribution of educational expenditure in a reasonable manner across the country is important for OECD countries. In this study, based on OECD data, the private and public resources used in the finance of education were evaluated separately for all education levels. In addition, changes in the ratio of education expenditures to GDP were calculated for the periods of 2008-2010 and 2010-2013 to elaborate the financing of education expenditures in OECD countries.
