Abstract

Espionage and missionary activities carried out in The Middle East and Syria by great powers at the beggining of XX. century were intented for forming a fragmented new geography after The Ottoman State. The authority gap in the region which was being experienced by the effect of the uncertainity atmosphere ,after the declaration of The Ottoman Constitutionalism II, started to be felt clearly. In this frame revolutionist Arabic movements had flourished and autonomy rumors came out and in Hijaz, Sharif Hussein started negotiations with England. The Committee of Union and Proggress which had a complete control of the power of the country after Bab-ı Âli Baskını tried to fulfill the authority gap with a strong personality like Cemal Pasha. Actually, Cemal Pasha who stayed in the region for three years tried to change the fate of the mentioned region with public works and housing and education and cultural activities within the limits of his politic and military authority. However, The first World War became the biggest obstacle infront of these efforts. In our study we we will try to reach the clue of the governing style of Cemal Pasha in Syria using the new publications related to the topic.
