Abstract
Thecities’ population in Turkey has increasedconstantlyduetothenatural, economical, socialandculturalreasons. Thedutiesandresponsibilitiesforthecitygovernmentandespeciallyforthemunicipalitiesincreasedwiththepopulationincreaseandsosomechangingsweremade in thepersonneladministrationsystem as a resultthatthepersonnelcould not adaptthenewsituations. As itsconclusion, thespecialadministrationunitswereestablishedforthebigsettlements in 1980’s, TheMetropolitanMunicipalityLawwhichwas put intotheforce at thebeginning of 2000’s developedthemetropolitanlocalgovernmentsandthen, thesubjectwas put intotheanotheraspectwith 6360 NumberedŞawwhichmade a set of thechangings. 6360 NumberedLawmadethechangings in manyfields. TheDirectorate of Investment, ObservationandCoordination is one of them. Theabolition of provincialspecialadministrationscausedthatthecurrentpersonnelwastransferedtothevariousinstitutions. Whenweconsideredthetransferedinstitutions, weseethatThenewly-establishedmetropolitanmunicipalitiestaketheplace on the top. Weseethatthepersonnelwhowasassigned had thevariousproblems. Inthisstudy, theproblemswhichoccurred in thepersonnel’s transfer, apportionmentandconveyanceprocesseswithinthescope of 6360 NumberedLaw in Kahramanmaraş werereviewedandthejobsatisfactionandmotivationlevels of thepersonnelthattheassignmentwasmadefromtheprovincialandspecialadministrationtothemetropolitanmunicipalityweremeasuredwiththeuse of surveymethod.
