In parallel with the development of the industrial sector, the employment of the labor factor has become widespread. Therefore, it became important to ensure that employees are working in healthy and safe environments. In this area considering various applications worldwide, the arrangements were made with No. 6331 Occupational Health and Safety Act that adopted in 2012 in Turkey. In this study, the Joint Health and Safety Unit (JHSU) market, which emerged as a result of Law No. 6331, is examined in two stages. Firstly, the characteristics, legal framework and elements of the market were emphasized, and then the situation analysis of JHSU market in Eskişehir was conducted. For this purpose, face to face interview method was used and 11 JHSU officials were interviewed. The questions that were used during the interview were arranged by us and by using similar studies. According to the results obtained, it is determined that there are various problems in practice and JHSU companies are behaving in a way that the typical oligopoly market behaves in order to solve these problems. In these circumstances, it is seen that the state intervention in controlling and regulating the market gains importance.
