Abstract

It is obvious as much as in all fields that there is rightfulness of Heraclitus’ famous quote-change is the only constant in life. Administration is one of these fields but changes in administration field are not rapid in relation to other fields. However critical changes are discussed in administration field especially in administration mentality. While traditional public administration mentality keeps control until most recently times, new approaches have emerged slowly. Governance is one of these approaches. Governance means a administration mentality that public sector, private sector and non-governmental organizations make decisions together, cooperate and hold consultations. Instead of rigid, bulky and close administration mentality of traditional public administration, in governance mentality principles such as flexibility, transparency, accountability and rule of law are made superior. Based on importance of governance mentality, several institutions and organizations make a lot of research and publish reports about governance. The World Bank is one of them. The World Bank has been publishing reports within the scope of Worldwide Governance Indicators project since 1996. In these reports there are six dimensions of governance -voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, rule of law and control of corruption, and these reports consist of over 200 countries. Turkey is one of these countries. The aim of this study is to review for Turkey according to the World Bank reports. In this direction governance performance in Turkey between 1996-2017 years is examined through six dimensions stated by Worldwide Governance Indicators reports.
