State incentives have a great significance in state policies applied for recovery and development and in equitable distribution of public resources to whole public. However, in order to ensure more efficient and effective use of incentives; needs of enterprises, sectors and regions which benefit from incentives should be determined accurately and their satisfaction levels should be evaluated. The aim of this study is to determine whether the investment incentives are effective in socio - economic development, production and employment increasement and future investment decisions of TRA2 region which consists of Ağrı, Kars, Iğdır and Ardahan provinces in Eastern Anatolia Region. In this study, enterprises operating in the TRA2 region which are benefiting from incentives were examined via survey method in order to determine effectiveness of incentives. In order to achieve this goal, in our research; the effects of the incentives on production, on meeting expectations, on employment and on investment decisions of the enterprises operating in the TRA2 region and benefiting from the incentives were examined by using investment plans and survey method.
