Abstract

II. The period of Tanzimat, the continuation of the innovations started by Mahmud, continued until 1876, when the First Constitutional Monarchy was announced. Tanzimatcılar started with the improvement of classical institutions and procedures in the center and state administration. Along with the Tanzimat Edict, the education system has also been renewed and changed. In 1839, the declaration of the Tanzimat Edict accelerated the rehabilitation of the educational and training institutions. As a result of the renewal movements with the "Reform Edict" announced in 1856, "Ministry of Education" was established in 1857. The first important work of this theory was carried out in 1859 with the establishment of the Mülkiye Mekteb. In 1869, "Maarif-i Umumiye Ordamname", which is a very important breakthrough for Turkish Education History, came into force. With this regulation, the operations and contents of central and provincial organizations were determined. With the Regulation, Sıbyan, Rüştiye and İdadi branches were established for "Darul Muallimin" (Male Teacher School). A girls' school (Darul Muallimat) was established in 1870. During the Tanzimat period, some attempts were made in the field of vocational and technical education and training, albeit unplanned. In the Tanzimat period, more important initiatives in vocational and technical education were made on technical education and training for boys and girls. According to the ruling of the Reform Edict of 1856, minorities were allowed to open and develop schools as communities. During the Tanzimat period, there was no information about the private education of the Ottoman Empire and the schools they opened. Although there are attempts, they are thought to be very few. Along with Tanzimat, Medicine and other technical and vocational schools established later opened their doors to minority children. During the Tanzimat period, minority schools showed a great improvement due to the legal regulations and the opportunities provided to them. Foreign schools, the existence of which went back centuries in the Ottoman countries, began to multiply and increase in number during the Tanzimat period. In this study, the innovations and institutions in education during the Tanzimat Period were discussed and the teaching structure transferred to the constitutional period was tried to be analyzed.
